I'm new to this fish keeping buissness so please excuse any stupid comments or questions.

I got a 13 gallon tank a few weeks ago, and after leaving it for a week or so added a pair of platies (im pretty sure one is male one is female) and 6 small neon tetras. These seemed to be doing fine after a week and the water was crystal clear so I let my sister go out and get some more fish.

She came back with 4 little orange tetra things, and two pairs of guppies. The males seem to be hasseling the females a lot, I guess I should have more females than males, but my tank seems quite full so would it be ok to add 2 more females to my tank?

Secondly from what I read the females guppies look pregnant (large black spot) so in my tank (it has three live plants, two at the bottom/middle and a fern thing at the top) how many, if any of the fry could I expect to live.

Finnally how mature does a female platy have to be to get pregnant because at the moment my female is smaller than the male, so I am assuming it is not fully grown?

the most you can put in a 13 gallon is 13 fish or less. if there's too much then the community would be too crowded and the fish conditions would be bad.

you should have more females then males so that the males would have the chance to mate with the females.

female guppies could have 10 frys per dropping. but make sure you isolate the pregnant guppy so that the other fish would eat the frys. chances are, the frys won't survive with that many full grown fish in the tank.

i have a few small guppies and they seem to be pregnant, at lease 1 inch long. i think.
 
In your tank get no more than 13 fish. You should get 2 more guppies if you have the room. If you want the fry to survive you want a breeder net. With all those full grown fish the fry will be eaten in minutes.
I don't think your platy is full grown yet, but it may be mature or near mature so it might not be long till she's pregnant. I hope this helps.

im pretty sure u can get 2 more guppies because neone tetras grow to about 1-1.5 inch and the average life span of a neon tetra is only about 8 months bcuz of the shipping the have to go thru in the mail and the 13 fish thing is kinda stupid because i can kepp 7,8 neon tetras in my 5 gallon and they are perfectly fine. when ur dealling with neon tetras u have to think a lil different.
