what marine fish could he possibley keep in there, if any?

What else doe he have in the tank? Live rock, stock and how long has the tank been set up?

The only thing i would put in there is a shrimp and goby pair or maybe an assessor and a shrimp

is he new to marine?

a clown goby would be a good choice

Ah right, can we get him online as well - that would be good and by the way to TFF

clowns are a no, no - they need at least 20 gallons and imo more

So has he bought the tank, is he using live rock as a filter or is he having a fish only tank?

He could have a nice little reef, with a goby and shrimp and some nice little corals as long as he has t5 lights or similar

yeah, for someone new to marine keeping, they really shouldnt be jumping in at the deepend...63 litres is small in terms of marginal error. so your best off with one fish
