Neon Tetras Swimming Nose Down, Bellies Bloated/lumpy

I have neon tetras and have had them in a tank for about a year. Recently they started swimming nose down and a couple of them, their bellies look lumpy and bloated. I've read things online anywheres from they may have Neon Tetra Disease, be taking in air when they're eating or it could be cancer. Any ideas on what I can do for them? I gave them a partial water change of 20%, which i do every week. I did add about 1/2 tsp of salt to their tank afterwards this time. The tank has fully cycled and there is mild algae growth in it. Should I do another water change? Are there any antibiotics that may help if it is indeed bacterial?

I forgot to add, I feed them flake food and they do have a biowheel which is sufficient for the tank.

Hey-- very sorry to hear about the fishies!

Do they have any white or discolored patches? What does their poo look like? Are they darting? Are the scales protruding? Are they still eating?

What are the water stats?
 
What do you feed your fish as to many dried foods can lead to constipation and swim bladder desease.
Cook some frozen peas for a few minutes, let cool down, pop out of shell, mush between fingers and add to the tank..
Ntd signs are.
The red area looks bleached out, or a milky appearance in the red area.
Blue area can go yellowish.
Black lining around the red.
Lumps on the belly that go to a point.
Leaving the shoal and being restless.
Bent spines.
Odd swimming behavour.
Later stages of ntd popeye and dropsy.

Ntd usually start off in the red stripe area where it looks bleached out.

I'm not convinced it ntd if the red area still bright and colourful.
