I would temper that optimism with the fact there is a vast difference between the richest, most industrilized nation in the world and Kenya, Uganda, and Tanzania, who don't have the resources or funding to pull it off.That is awful. But there is hope. In 1970, President Nixon created the Environmental Protection Agency (EPA) and that paved the way to save Lake Erie which was considered dead. In the 1960's, the river flowing into Lake Erie caught fire twice from the pollution. The EPA in cooperation with the Canadian Government saved the Great Lakes. Although the lakes are not perfect, much progress has been made. Check out this story. It gives hope.
