I have three guppies one male and 2 females. He doesn't mate with the females and when he gets near them the matriarch chases him away. Could he be terrified of them or something?

Have you just recently bought them?
Aggression and odd behaviour could be caused by water quality.
But it is normal for the male to mind his own business for some of the time and also the females to chase him away. Mine used to chase the male away all the time as he was half the females size, but he still managed to surprise them when they weren't careful

My last male Guppy had the company of 3 females & was after them all the time. Then suddenly he wasn't interested at all & died 2 days later..

With Guppies having such a high sex drive it certainly isn't in the males nature to ignore the females...

Tomorrow I am going to get a few more males.

Similar problem here. I'm in South America and a creek next to my house has original wild guppies, They were planted 100 years ago trying to control mosquitos. I captured about 50 females and left them alone for 6 months till they exausted their sperm bank, next I introduced 3 fancy male guppies trying to do reverse genetics. The males are too shy! The females give em a hard look and they stop chasing. In another aquarium I have both original males and females and males are on viagra all day long! Is the female to male ratio just too overwhelming?
