Major Tank Screw Up

Hi there, I am currently running an 86 litre fish tank, with several fish in it, and its thriving, but right next door, Im running a 71 litre tank, with 1 female betta. I have 3 major problems.

1. My water is VERY Blurry, i get the feeling its my pebbles, but i cleaned them 3000000 times in a large bucket, and iv done several water changes.

2. ALGAE!!!! My algae grows like mad. In 24 hours, it can grow up about 10 square centimetres on the glass.

3. PH. My ph is up at about 7.6, and still rising........ i think. Im not sure what it is thats doing i.

I have some theories for some of the problems, but im not sure and need some help. I am using some PH down powder, which i add occassionly, which can possibly promote algae growth????? And 2nd is my filter.... My filter is one that sits up the top of the tank, with a long clear tube sticking down into the water. It is kind of built in. The tank is blue planet, if any1 has a blue planet you will know what im talking about.

I am in need of big help......... i guess, i have 1 female betta in the tank and she deserves much better. She has had enough trouble with my male betta :hyper: but thats another story.

Any ideas of what i can do???
 
Where are the pebbles from, what type of pebbles? What is the PH of your water out of the tap?
