on 2 of my 3 neon tetras there looks like 8 little white pinhead size spots on them?

Sounds like it.
Are the fish flicking and rubbing.
Turn temp up to 30, remove black carbon, add whitespot med.
Increase aeration in the tank as the high temp and med reduces 02 in the water.
