is the light strong enouhg

my tank is fairly heavily planted (see otehr topic)

but basically its a 15 gl UK, is this light strong enough or not?

I could not see the pic of your tank. But as a thumbrule you should aim for 2W/gallon. So in that respect the 15W grolux would be insufficient. I would suggest adding a triphosphor Daylight bulb to your tank. The combination would look good as the Daylight bulb will give a natural look and the pinkish glow from the grolux will bring out the highlights on your fish.
