Ideal Dwarf Puffer Tank?

As some of you know i have cycled my 15 gallon. I have decided to devote this tank to dwarf puffers! My filter just broke, so it may be a while before i actually get any fish for the tank, but I would like some ideas. I am willing to be more than patient with this tank, it's kind of my "side tank" so to speak (until I get my fishies of course!) so it may take me some time to have it fully ready for the DP's, but a mature tank is always better anyway :) So, I've got a lot of questions. Do DP's like a heavy current, since I am going to end up getting a new filter anyway? A lot of aeration? Since the tank is a hex that doesn't have too much of a footprint, I was thinking of doing a moss carpet. Would this be ok for them? I actually don't have any light for this tank, so I was avoiding a planted tank but i might be willing to get a light if plants would be beneficial to the puffers. Just to check, 1-2 puffers is correct for this tank size? I've read a lot about dwarf puffer care, but it has been hard to find anything about they're tank preferences, so any help is appreciated! 
 
Little current. I am not sure about the moss carpet, I don't see why it would be an issue though.
I think they'd quite like some plants and a bit of driftwood.
