I have a 10 gallon with a betta and a nerite snail, some plants. I just noticed some small hydra. Are they bad?

Most consider them pests while some think of them as part of the aquatic environment. As long as you do not have fry in the tank, which hydra can attack and devour, they should cause no harm. And your betta is among those species that will eat them, so the situation might take care of itself.

Yeah, they're really only an issue with fry or shrimp as they will harm/eat them.
