How to grow cuttings ?

I have only just got a tank, i brought a few plants and one has got some shoots coming off of it, How can i get this to grow into a nice new plant ?

would it be cabomba by any chance? has lots of fine 'leaves'!!

when i chop them down i cut just below where the roots are forming wrap a bunch togther with some dishcloth then put a lead wrap aorundthe bottom and stick it in the substrate.

Do you wrap the stems (i.e. roots go into the substrate) or roots (i.e. roots won't touch the substrate directly) together with dish clothes?

Not sure what the plant is, it has long steams and big leaves.
