High Ammonia Levels

Hi - had my tank for about 5 weeks now but I can't seem to get my ammonia levels down.
Temp varies between 24 and 26 depending on outside temprature
PH has been static at 7
Nitrate was at 5 a couple of weeks ago but is now consistantly 1
Nitrite is down to 0
Ammonia went from 0 to 2.8 on introduction of fish and has hovered around 2.4 and 3.0 ever since.

what do I need to do - if anything.......

We need to know a bit more:

size of tank?

number and species of fish?

it may be a problem that can be resolved through frequent partial water changes (with dechlorinated water). But if the tank is badly overstocked, not all the water changes in the world are going to solve that; then rehoming of fish or buying a new tank will be the only solutions. So let us hear what you have.
