my puffer is not doing to hot he is swimming one minute and laying on the floor of the tank getting sucked up into the filter the next i have never seen this before
i have been feeding him earthworms ...

Please post water parameters. Puffers need a very varied diet of mostly crunchy foods.

ph of 7.6 hard water but i do not know how hard salinity of 1.05 no ammonia
no nitrites and very fiew nitrates i do at least a ten percent water change once a week

you need to go out and purchase a hydrometer (thing for measuring salinity). my first guess would be either too much or too little salt. speaking of which, what kind of salt are you using? marine salt is generally recommended for use in brackish aqauriums. table salt is a big fat no-no  it contains too much iodine for most fish to handle.

what are your nitrItes and nitrAtes? puffers can be unusually sensitive to both. if you don't have a liquid test set, get one ASAP.

does your puffer eat until he's got a fat bulgy tummy? a healthy puffer has a little bit of a potbelly--not a big one, but a little pudge. the GSP especially should look very rounded, rather like a tadpole.

finally there is the offhand chance that you've mis-identified your puffer! if you haven't already, go to www.pufferlist.com and doublecheck that you do indeed own a GSP.
