ok brand new 25 gal tank i either want to put an angel fish in or a parrot fish which if any

parrot fish grow too big and angels need 30 gallons minimum and the tank needs to be 18" tall atleast.

How about rainbow fish? The dwarf neons are so pretty. Not sure whether you could have enough of the bigger ones for a decent shoal, red rainbows are stunning.
