Heater Problems

Hi i've got a juwel 125 litre tank. I have 2 thermometers in my tank and it is currently telling me the tank is at 27 degrees, i want to lower the temperature but whatever i turn the heater to it makes no difference, I took the heater out and it doesnt even seem to be on but if this is the case wouldnt the tank be a lot cooler?

I hope someone can help, thanks
 
I could leave it a week, it seems set on the same temp whatever i do. I just dont get it, cos if the heater was broken wouldnt the tank be a lot colder than 27 degrees.
 
yea the flat is pretty warm, and that would make sense. would it stress any of my fish being that warm, ive got a pair of rams and i know they like a temp of 24
 
Test your heater by placing it in a large mixing bowl or wasing-up bowl or similar. Fill the bowl with cold water from the tap. Add a thermometer, check the temperature. Add your heater to the bowl, making sure it is submerged. Return to your bowl frquently and make a note of any change in temperature. This will tell you of any problem you may have with your heater.
I have to say, though, I agree with the other comments. My money would go on your room being fish-tank friendly.
