hi. i don't know exactly how high your readings for gh and kh are, but they might be ok. it depends what sort of fish you've got. obviously if you've got them locally they will have adapted to the water conditions anyway so no need to worry. unfortunately it's easiert to increase gh/kh than it is to lower it. you can use peat in your filter media to see if it has any effect. the most effective way would be to use R.O water mixed with tap water. i think some lfs sell RO water, or alternatively you could purchase a machine to produce this. be careful of water softeners as they mess around with minerals in the water in order to reduce hardness. they replace certain minerals with sodium which some fish don't like.
like i say, your level of gh/kh may be fine for your fish although it is higher than their optimum, they'll most likely already be adapted to it
