there are a few answers to that: some times the frys are deformed, weak, not getting enough food. not all frys are strong, it takes time for them to grow.

if you keep fry with older fish
they grow slower thats because
of the poopie the adults give stops
the fry from growing faster.

if that's true then i should remove my 1 month old frys into the new born frys. should i do that?

2 months i think

It can take longer than that. To reach full size it can take up to about 4 or 5 months in some cases. It varies from fish to fish though. I have a swordtail female that I thought was full grown and then suddenly it became a male! It wasn't mature yet and it was full size! Like each person, every fish is an individual. So some may take more time. Also fry are easily affected by water parameters which can slow their growth rates.
