closet thing to an eel that will be compatible with your stocking and tank size i can think of is kuhlii loaches. see what you think about them

Kuhlis would be good, and Black Kuhlis. There are also Dojo Loaches and Yo-yo Loaches may go. Most of the fish I can think of are some species of loach actually.
