Hi there i was wondering if i need a air pump as well as a 1000l/h aquarium internal filter with spray bar for my propical fish tank
 
No; as long as you filter is causing the surface of the water to ripple, you don't need additional air, although having an air pump as back up (some medications reduce the amount of oxygen in the water, for instance) is a good idea.
 
Fluttermoth is right. Oxygen gets into the water by surface movement. Both filters and air pumps are capable of creating such water movement, but since a filter is essential in your tank and can perform this task anyway, then it makes an air pump unnecessary.
 
That's not to say you can't have one if you like the look of them, but you don't need one.
