excuse for not vacuuming?

i know someone who has a 100g tank with tons of plants. it looks really nice, crystal clear water and he says he never vacuums. is this safe?
he says the plants and filter are good enough to pretty much break down anything toxic. just wondering how true this is
 
Of course one can make a neerly fully self contained biosphear... unfortunatly almost everyone wants to over stock with fish.

You must take out the dead leaves in any case.
Check out some asian sites they are Huge into planted tanks. 75gal might have one snale and a tiny school of neons. Of course they are huge on arowanas, discus and gold fish as well on the opposite spectrum.
