Do I need both of these items for my plants

I am new to this plants for my aquarium but I wanted to add a little something to it so do I need both or just one of these items I have purchase both

Can you return them? Neither are necessary, and a waste of money, I've gone down that road.

The white substrate is not good for fish as it reflects light and this causes stress. The Tetra plant substrate may or may not cause issues for fish, but generally substrate level fish (cories, loaches, cichids) should not be in tanks with anything other than inert sand (or fine gravel, depending upon fish species).

Yh I never ordered was just asking thank you though, so what do I need 2 start plants as I have seeds

What seeds do you have? Did your tank already have water in it?

They just say aquarium grass seeds and yes there Is water in the aquarium but the fry are getting big so I can move them to big tank in next 2 weeks

Without knowing more about this product, I would not use it. "Grass" does not grow submersed, it will rot and pollute the water.
