You mean the lead weight?? Yeah, if there is too much lead weight on there, just twist off the excess, or cut it off with scissors. I always cut mine in half before I use them, I only use enough to keep the plants down. And also, remember to not squeeze the lead around the stems too hard that it crushes them.

I bought them like that last week

The weight just fits nicely around the plants and I planted them under gravelsince they already had a bit of roots growing out.

Is it ok to leave it there forever?
 
It is best tpo remove the lead from the plants. The stems can be push down into the gravel. The roots will start to grow through the gravel to hold your plants in place. You might have a run away plant from time to time till they get their roots.

i've had them for a few days alreayd so roots should be growing
 
Yeah, I only use lead weights when I have a bunch of cuttings that I want to plant, and when I have a single plants like a cryptocoryne, banana plant, bulb, etc. Single stem cuttings I just stick into the substrate.

You need to remove the lead weight. Otherwise, the stem will rot, as it prevents oxygen exchange. Simple way to do this is to let the stem float for few days until it grows roots. Then plant the roots.
 
I removed the wieghts yesterday and replants each plant individually.
They've been holding for amost a whole day now
we'll see how it goes from there
