Does it take longer to cycle small tanks than it does big tanks?

short answer-no
long answer- no, because the bacteria grow at the same rate. things like temperature, water chemestry and water quality will affect the time taken for a tank to cycle.

Hey, I put water in the tank and it now proudly sits in my room. But umm, when I put water in, how come bubbles stick to the glass 30 minutes later? I'm confused.

Usually its something that is left on the side of your glass that allows the O2 to stick to it. If you wash your glass super well adn ensure there are no compounds on the walls of the tank you will see no bubbles.
