Cropping Pictures

I'm looking for picture editing software that will
allow me to crop out certain parts of pictures (particularly .Gif files)
but in circular form not square.
does anyone know of any freeware that can do this?

The Gimp..... google it.. not sure if it does it in circles but it's worth a try
Any free vector editing software will.
