Cloudy Water Help

Heres what I got .I have 4 - 10 gal tanks with bare bottom and bubble filters 2 in each tank a 4 foot light over all 4 tanks 2 tanks are clear 2 are cloudy these tanks are setup over 5 mo. doing 25% water changes every 5 days. In the two tanks that are couldy I have live plants all doing well have tested water all same. This is not green water but cloudy off white color. have tried 50% water changes daily water clears up then in a day back to cloudy the longer I let the cloudyer it gets. Any ideas?
 
Are you over feeding? I found i was over feeding in my small tank. Once i realised (and stopped) the cloudy water went nice and clear after afew days (with a water change).
 
in the morning (after a night without lights on), is it less cloudy? if so, it's due to the algae in your tank. if not, it's a bacteria bloom due to the presence of excess nutrients.
 
There are no fish in tank so have not feed. and it's just as cloudy in the morning as at night have tryed no lights for two days did not make change.
 
i guess the only thing you can do is to tank all the water out. take the filter parts out and wash them. change the filter cleany thingy (word has escaped me) and but the water back in. if that doesn't work it is a new filter.
