I'm looking into getting some cherry shrimp (1 or 2) to cleanup the Algae in my 29 Gallon Tank, I have a snail and an Algae Eater and two red-tailed sharks, I co nsider them as algae eaters because the swim up the glass of my tank eating something my guess is they are eating algae. Any I have 2 clown loaches in there too, would they be a threat to the shrimp. I also have a Dragon Fish in there too, would it be a threat?

The loaches and sharks would eat the shrimp, most likely. It sounds as though your tank is rather overstocked as it is, clown loaches grow to 10 -12 " and need a tank of at least 55 gallons.

EDIT: Try asking this question in Tropical Chit Chat, you will get more help. :)

It is overstocked, you're right. I really didn't figure the clown loaches to live for really long, I have heard the catch Ick quite easily. Any the loaches are really small.
