Betta Has Large Round Tummy?

Hi All, I am now very very worried. I have a Betta and he has been ill now for a very long time. I have treated the tank with salts (for tropical fish) from the LFS. But he is very very poorly. Is is just sitting on the bottom and he has a very round tummy and seems to be batteling to swim. He can't even swim. Can anyone suggest what it could be? Could it be Dropsy? :(
 
Are his scales sticking out.
All you can do it try some epson salts baths to help draw the fluids out.
If the betta on its own in a tank you can add the epson salt to the tank.
Other types of salt don't do much when there bloated.
 
Could it be swimbladder disease?

Also, could I put him in a cup and give him some epsom salts for a couple of hours? Or is that not recommended?
