Potentially, it's both eggs and bubbles. Many Anabantoid fish build nests out of durable saliva coated bubbles, and put their eggs in them. The males guard the eggs, replacing bubbles and catching eggs and later larvae if the nest breaks.

That looks like a small nest in the early stages of construction. Depending on which species you have, they can be quite large.
