wellmy tank is all tetras and i was thinking that i should get an angel fish but i have 2 buenos aires tetras and there kinda nippy im afraid they might nip at the angel fishes fins. should i get the angel fish?

Many tetras kept in small numbers will be un-naturally aggressive. A trailing fin is likely to get nipped. Most will be peaceful enough when kept in sufficient quantity, say 6+ fish. That said, BA's are a somewhat aggressive species anyway.

Keep in mind that angels will eat smaller tetras so if you have anything neon-sized, avoid angels. Also, make shure your tank is large enough ebcause angels grow quite large and can be rather territorial when breeding (30 gallons is the accepted minnimum for 2). In terms of the tetra aggression, you should deffinately get a few more to calm things down - angels are often nipped by things like buenos aires tetras but they should be fine if the tetras are in a relatively large group.
