5 Neons In A Tank, Attacking Each Other?

Like the title says, I've currently got 5 neon tetras in a 60litre tank and there is usually two that are chasing each other, sometimes they swim around each other in a circle really fast. It's sort of cute, but I think it might be fighting? If not, are they mating or something?
 
I've had them for 2 weeks and my ammonia, nitrites and nitrates are all at 0 (I think the fish are too small to cause big numbers so soon) my pH is 7.4
 
Is this normal?
 
Will it pass when my nitrate cycle kicks in? So far I've got no ammonia to start the cycle. I cannot fishless cycle because no stores around me sell the right ammonia. Something about safety laws for my area.
 
My neons do the same . It's away of certifying who's the alpha tetra. I have a group of nine, there is always at least two having a go at each other except at night. As long as there is no damage to tetra, there just being tetras. If you think that's bad you should see tiger barbs, they're always bullying each other. I wouldn't use neon tetras to cycle as they're quite sensitive fish. If they survive cycling, then I'd get at least 2 more so they can have a nice shoal.
 
I have 13, they do that swirling chasing often. But I found with 8 or less they did chase and nip each other (would often find one or another in hiding from the group). Once my numbers went over 10 the activity died down significantly.
