Interesting Idea. Although i think its worth pointing out that these wouldn't be oxygen generators, but surface agitators (as you mention) which will increase the surface area of the water and subsequently the gaseous transfer rate.

Those are, I suppose, both feasible. I don't think that your average blackout duration (although I have no idea what is average in California!!) would give cause for concern.

Another idea is manual agitation of the water surface (i.e stirring), or one that I saw in an LFS once, was a battery had held fan, aimed across the water to create ripples.
