10 Gallon Tank

I put a 10 gallon fish tank in storage a year ago, Uncovered, and I wanna use it again, I was just wondering how I could clean it to get all the germs and such out, And how would you clean the filter??
Im only concerned because Im sure bugs and possible mice have been around it....

I was just gonna scrub the tank with hot hot water and let it soak, and than wash the filter out with hot water, and let it run a few days with TONS and tons of salt......But I dont know if that would be enough.

I've used sterilising fluid before, the sort used for cleaning babies bottles etc, but rinse and rinse and rinse afterwards, then rinse some more.

I usually use salt though combined with some elbow grease.
