scum trigon 190

Recently bought a trigon 190 set up. Set up as per instruction added water and added nutrafin water conditioner (250ml) as it said approx 25 ML per 40l. I now have a scum type layer on top of the surface. I have been waiting for it to clear, 2 days but as yet still there, it's not quite a foam...
