black phantom tetra sick red

Hi all This is my first aquarium. I have a 130L tank (aqua one 620T), heater, filter ect. Have checked all my ph levels and got them to neutral (7) I currently have 2 black phantom tetras and two fancy guppys. I had a Bristol nose cat fish as well but he died. My ph spiked way off the chart...
