As said above, if you can get someone to give you some mature filter media you'll be laughing (try asking your lfs for some) but if thats not an option, just keep up on water changes. But usually after a big nitrite spike, things should start to level out.

Is there much of a difference it Ph and hardness between the well water and the city water? Its probably totally different and your fish might be finding it hard to acclimatize to it. He seems to be on the mend so hopefully he will be ok, but if you are going to be using city water from now on...

Are you sure it is neon tetra disease? I'm not sure but i heard that neon tetra disease only affects neon tetras. Your other fish should be ok.

Some meds will kill the bacteria in your filter....Keep testing your water during treatment you might get ammonia and or nitrite spikes. Daily partial water changes may be needed depending on your stocking.

Maybe try adding Melafix after fin rot treatment. I have found its great for repairing damaged fins/tails and it also seems to perk up fish after medication. Good luck :)
