Ideally the nitrate levels should be kept as close to 0 as possible, but 10 ppm isn't too bad. The only thing I can think of to lower nitrates in your situation is to have more live plants. Again, you should be fine with 10 ppm of nitrates and I wouldn't worry about it too much.

Nitrates are best kept at 0, but anything under 40 ppm is "safe". 

As lillefishy said, you are fully stocked as is... the guppys really would be better in a larger tank. All of the fish you've mentioned are not suitable for 23L. And discus in a 23L tank? you must be joking. You could possibly get a few red cherry shrimp or ghost shrimp though.

I would say your aquarium is fully stocked as is... prehaps even slightly over stocked. I wouldn't get any more fish if i were you, but this is just my opinion. Maybe a more experianced member will have a different opinion on the matter.
