Harlequins are lovely i have them, and if your going to keep corys get 6 or more. My suggestion for you would be: 10 Harlequins 6 Panda Corys 4 Boesemani Rainbowfish

Eheim is what I have always used. I upgraded to an Eheim Professional 250T with built in heater. Works great and is very quiet.
