I am sure the tank will not cycle because you don't have a filter, all the bacteria lives in there. Sorry if you have already worked that out it's just you said you didn't know why and you have done everything else.

I have second hand 25g corner tank it had been stood empty a while also. When we filled it there was a split on one seam. Hubby got the sealant (fish safe) fixed it and it will have been running a year fine! I know this is not applicable to all but I would test it out and go with your gut! :)

I am sure once the filter is running you could add old filter material to the balls to help start the process, just like any filter. The bio balls are different and require maintenance but different to other filters. This link may help http://www.aquariumfilterguide.com/freshwater/wet-dry-filters

I have discovered that it is easier and more enjoyable to keep fish suited to your tank. I will bear that in mind if I do ever get one, I should of checked conditions before commenting.

Hi, check out the bulldog plecs. I would recommend seeing them in person as pictures I have seen do not do them justice.
