Hmm, I too have a Neon Tetra with something very similar. It doesn't appear cotton-wool like in nature and is a transparent, white blob on the end of it's nose/mouth. Seems to be managing to get a bit of food, though the blob does hinder, but otherwise is shoaling and acting normally. I...
