Not all api test kits have this problem. Mine doesn't. But if you look around on other sources on the internet, many people are getting readings of 0.25ppm on new setups, and on well established tanks too. Google "api ammonia error" or "api ammonia accuracy" and you will see.

API has an error of 0.25ppm. This is unfortunate, but quite (recently) it is normal to read 0.25ppm. If you can, run an air stone in a gallon of your source (tap) water for 24 hours and compare the two.

If you find a "fish sitter" measure out individual servings for them to feed with. Use one of those daily pill dispensers. They can also be a backup should you suffer a power failure or some other disaster. At least they can make sure your filters come back on line, or contact you for help.
