What dwarf puffers could i put in there?

I have a 26 litre tank and having never kept puffers. I saw a Figure of 8 in the local aquatic store and asked if one would be happy in the tank. They said that if i put one in there it would not survive as they need at least a 2/3 foot tank. Is this true or not?
