Personally I wouldn't keep tigers in any less than a 30 gallon - however the 20 long is a much better tank for tigers that a standard 20.
The extra length will suit the active nature of the tigers and in my opinion make it just about workable in the long run
No co2 - just liquid fertilisers

Don't worry about the ammonia / the API test nil is never as yellow as the card suggests so yours is likely to be nil.

From what I have heard keyholes will not predate on any fish larger than a few cm so if you get your tetras first they should be absolutely fine.
Stocking levels look good to me as long as you keep up maintenance and your adequately filtered.
What size is your tank and what do you have in there at the moment.
The most colourful fish generally are livebearers such as Platys and guppies but it won't be long until your overrun with livebearers if your not careful - they breed so often and so easily.

Most die within a year as they are kept in tiny or unfiltered tank - a well looked after Beta usually lives 3-5 years.
Most goldfish die within 3 months but a well looked after one will live 15-20 years easily
