Im jealous, 4weeks ago i gt a tank, my fish died from cotton mouth. 3weeks on & its been cycling, i stil av up & down results & now i av cloudy water which cud be a bacteria bloom or a reaction from PH 7.0 & my water bein hard

I have a fishless tank & i recently put PH7.0 in to lower my ph & now i have cloudy water, i heard its because i have hard water! Any ideas??
