He now seems to be very tired and his is not moving very much like he usually does.   He is very jumpy and he seems to be breathing rather quickly.

Fluttermoth,   I know what you are saying about the water cycle, but I waited about a week before adding any fish.  Do you still think that ammonia, nitrites, and nitrates are what are causing the problem.  I also change my filter once every 4 weeks, and I also rinse the sponge at the same time...
