from what you are saying it looks like it sounds like one of them tubes that held a few plastic fish in it and the moved up and down with the circulation from the strong bubbler in the base.

if its going to be for a reception then I would say 100% no becuase receptions mean loud music, lots of movement and vibrations from the speakers and the floor so a very stressfull place. Also where there is alot of people then the heat rises.
4 bronze cories (will add 2 from the 10 gall)
4 otos
6 neon tetra
6 harly rasbs
is that about the right amount or can I add some more base is 100 by 40 and hight is 45 (all sizes in cm).
11 days into the cycle so want to know before I get any or need to get more plants -_-
since we are on the fluval 4 plus the flow control doesn't seem to have that much of a differance sept the lowest setting makes the clogging thing move up and down
had to hatch that type of plan before with someone at our other house dumping stuff on our boundary we were going to make him think his warehouse wasn't up to standard
there good I have had a couple and the latest has a ball bearing in the base to help reduce vibration and I have it sitting on a folded towel the only sound I here is the bubbles popping
or you could just get a tall guy wearing an expensive suit carrying a notepad taking down info about everything in the place, taking photos and looking very important. When asked by the shop owner what he is doing just get him to say "taking important information" then he may ask what for then...
Like with humans no-stress is unhealty to much stress is the same but just a little is healthy. I think that is true with any animal species if they end up in a 100% stress free envioment they can become to relaxed and sometimes loose there natural reactions.
