Did you use the same tank? If you did, did you clean it with anything before setting it up again? Soap and bleach can leave traces if not cleaned thoroughly. If your water stats are ok, and the tests your using are reliable, then it's unlikely to be ammonia or nitrite. is there anything else...

I'd agree with the rest, it really depends on the betta and the fish it goes with. I've got one community tank with neons and a betta and they (mostly) get along fine - the very occasional bit of fin nipping but thats only for a few minutes or so every couple of months! I think the neons do...
