The ph is fine i would have thought between 7 and 7.5 is neutral lower than 7 is acidic and higher is alkaline, you could then follow either the fishless cycling method found on here (thats probably already started because of the old media) or use the fish method of adding a hardy fish.

Many years ago when i first started keeping tropicals the way to go was undergravel filters and put a hardy fish in to cycle, as long as you dont overfeed and keep an eye on things you should be ok there may be a nitrite spike soon as it looks like your ammo's spiked all ready.

Sorry i am new to these boards,but i must disagree with something you said, the airstone actually does help the bubbles breaking out on the top of the water help with the take up of oxygen from the atmosphere, any water movement will help with this i often use a spray bar.
