Yes, bottled water is better. Tap water may have chlorine in it. If you use tap water, buy water conditioner or something. That helps clean the tank of chlorine and it gives the fish a slimy coat. Mine does that.

Bettas do better by themselves in their own tank. I have mine in it's own tank. If you leave your betta in there, the other fishes might nip at his fins and make him sick and weak or something.
