I don’t think so they are so small still

Here is both of them

I recently got 2 Senegal bichirs (2") and they were swimming around lots at first, and now they are just floating at the top of the tank and won't come down. Is there anything wrong or is it normal? If anyone can tell me its appreciated.:) Thanks!
