You could also do Glowlight Tetra's. They stay about the same size as the small Neon Tetra's. Either one of those I would say you could get away with 4 or 5 of them, and maybe 1 or 2 pigmy corys, or a couple of otocinclus. I think that would work just fine, espeically if you have a small HOB...
If you aren't growing live plants, the lighting wont matter too much. Just a low watt light for viewing should be sufficent. I would still have it on a timer though so there are about at least 8 hours of darkness in the tank at nite so the guys can rest some.
